In addition to obtaining a permit to connect to the District's
sewer (See How to Connect), the following
types of businesses must obtain a "Non-Domestic
Sewer Use Permit":

Federally defined Categorical Users
-
Businesses that discharge more than 25,000 gallons/day of process
water
-
Businesses that discharge more than 5% of the average daily
plant capacity
-
Businesses whose discharge might adversely affect the collection,
treatment, or disposal of the wastewater
-
Waste haulers
Waste haulers require a special "Waste
Hauler permit."
-
Wastewater from groundwater cleanup operations
These operations require a temporary discharge
permit.
To find out if you need a Non-Domestic Sewer Use Permit, fill out
the NSD pre-application questionnaire. Questionnaires are available
by contacting Linda Candelaria (lindac@novatosan.com).
The Manager-Engineer reviews your questionnaire to determine whether
or not you will need a permit and the class of the Permit.
Types of Non-domestic
Sewer Use Permits
There are three classes (I, II, III) of Non-domestic Sewer Use
permits.
Class I Non-Domestic Sewer Use Permit
All Significant Non-Domestic Users must obtain this permit. Significant
non-domestic users are defined as:

Federal Categorical Users
(Code of Federal Regulations based)

Discharge of more than 25,000 gallons/day of process water
-
Slug discharge of 5% or more of the average daily hydraulic
capacity of the treatment plant
-
Slug discharge of 5% or more of the organic (BOD, TSS, TDS,
etc) capacity of the treatment plant
-
Have a reasonable potential of adversely affecting the wastewater
treatment and disposal facilities.
Class II Non-Domestic Sewer Use Permit and
Class III Non-Domestic Sewer Use Permit
Commercial, industrial or institutional establishments which, in
the opinion of the Manager-Engineer, have a significant potential
for intentional or accidental discharge of prohibited materials
or other substances which may adversely affect collection, treatment
or disposal processes of the District.
Waste Hauler Permit
Any waste hauler of raw domestic sewage may apply for a permit
to discharge at the District's facilities.
The waste hauler must have a valid permit from the Marin County
Department of Public Health. The raw domestic sewage must be from
holding tanks or septage from septic tanks receiving only domestic
wastewater within the following boundaries:

North - Marin/Sonoma County line

South - Alameda del Prado Overpass
-
East - Petaluma River
-
West - Point Reyes-Petaluma Road

Waste Water From Cleanup Projects
Section 811 of the District's Sanitary Code - Ordinance
No. 70, pg. 25-26 - concerns the "Acceptance of Wastewater
from Cleanup Projects".
Wastewater generated from the cleanup of spills, leaking underground
storage tanks, contaminated soil or groundwater, monitoring wells
or other similar sources shall not be discharged through direct
or indirect connection to the District's sewer system unless the
District issues a temporary discharge permit.
